China's top climate official says the $30 billion commitment in fast-start climate finance for vulnerable countries is unlikely to be met, but hopes mechanisms for a green climate fund can still be established at Durban, despite the economic problems afflicting many rich nations, Reuters reports.
"We understand the difficulties facing Western countries, but the problem we are talking about now is a long-term financing mechanism while the economic problems are temporary."
